What can I do to help these poor dogs ?

The other day me and this girl from my school was walking my two dogs, Teeah and Besy.
The dogs were really enjoying it, and she was talking about how much she loved Teeah. I then asked her if she never had any dogs of her own, because i have never seen her walk them. It was a matter of fact that she had two west highland terriers. I then asked when and were she walks them, and she said she didn’t. I went round her house to see these two dogs, and they were locked in the bathroom. It was small and humid, and in here was one dog bed. It looked pretty nasty over all.
I asked my friend why they were in here, and she said because her dad doesn’t like them in any other room of the house, i then asked when she walks them.. She said she doesn’t, no one does. I may also add to this she only lets them in the garden for about 30 minuets a day due to the fact her neighbors complain of the barking they do while in the garden. One of them seemed to limp, and i asked her why. Apparently his meant to be on medication but they think he is fine with out it, because he dosn’t show any pain.

How can i help these poor dogs. There locked in such a small room, and get no exersise what so ever. What do you all think to this, it makes me rather upset, seeing as im such a big dog lover myself.
If i phoned any one , would they do anything though ?? After all they are not abused, and are fed and watered.

    call animal control or your local SPCA and report this situation.
    You have no weight with the owners of these dogs.
    The dogs bark because they are desperate for attention and exercise.
    Their care is abusive.
    The limp means they are not getting the dog proper veterinary care, and that’s also a violation of the law.

    PLEASE find the strength to report this animal abuse. -!-

    Those dogs are getting as much exercise as most adults in prison. Just sayin’ is all.

    It’s not how I’d want my pets to live, but it doesn’t seem like cruelty to animals so much as it does animals who are not valued.

    The obvious action is to ask this girl if she’d like to have a standing appointment to walk the dogs when you walk yours. She’s in a position to vastly improve their lives but hasn’t bothered.

    Obviously your friend is not fit for taking care of these dogs. Dogs need more than 30 minutes outside and a small room is not enough room. The would be better off in an animal shelter were they are properly taken care of and find a new home. Her dad can’t expect to have the dogs in their the rest of their life. As much as it may hurt her to give them up its for the better. Speak up and tell her this, as much as may hurt. This IS AN ACT OF ANIMAL CRUELTY! So unless thier living conditions change soon…

    Some how, you have GOT to get those dogs out of that house! It’s obvious they are not really interested in the dogs. This is a prime example of irresponsible pet owners! Ask, plead, and beg for this family to surrender the dogs to you. (It will drive you crazy till then! Believe me, I know!) If you are not an adult, have your parent(s) to speak to the family. Pay them if you have to! If you feel these two dogs are being neglected then you MUST contact animal control! (I will be thinking about you. Good luck! :})

    I have Westies (West Highland White Terriers) and they are very active little guys so they need room to roam and play. I would suggest she takes them on walks with you and your dogs. The neighbors shouldn’t be able to complain when it is between 8:00 a.m. to 8:00 p.m. Owners like that shouldn’t be dog owners at all. Good luck on helping the cute little Westies. Also by having your friend interact with you while you’re with your dogs, maybe she will want to interact more with her dogs.

    Ask her if you can take care of them.(If your parents let you). Then give them the life they deserve.
